When buses have their overhead lights on yellow this means prepare to stop. When lights are on yellow and flashing these mean proceed with caution. When lights are on red and flashing with or without a stop sign it's telling drivers to stop no closer than 20 feet from the bus. When lights are turned off treat school buses as other cars on the road. And always proceed to caution when children are waiting for, entering or exiting the buses.
